There are currently the following problems: First, as one of the first regions to obtain national cultivation and production licenses, a complete industrial hemp management system has not yet been established. Second, there is currently no policy support for the approval of terminal products in our city. As a result, many downstream products such as Red Bull, SMOORE and SHISEIDO are still in a wait-and-see state, and the dividends of intensively processed products need to be released urgently. The third is to use the Harbin Free Trade Zone as an innovation base and adhere to the principle of first trial to promote the landing of CBD terminal products in Bingcheng.

The first is to actively seek from the province to accelerate the establishment of an industrial hemp supervision system, strictly implement daily management mechanisms, and safeguard the healthy development of the industrial hemp industry. Industrial hemp is both an emerging industry and a strongly regulated industry. The operations and market expansion of enterprises in this field require a deterministic and complete regulatory system and management mechanism to maintain it. The first step is to form a regulatory system for the entire industry of industrial hemp for mosaic and leaf use. Management measures for industrial hemp cultivation, extraction, processing and sales should be formulated as soon as possible and management standards should be clarified. It is recommended to adopt segmented supervision:
The agricultural and rural departments are responsible for the review and approval of seed source qualifications, and issue corresponding registration qualification certificates to ensure that the source is controllable.
The public security department is responsible for supervising the planting and production and processing processes. It can refer to the Yunnan management model. During the planting stage, random inspections and samples are carried out according to the different growth cycles of the plants, and traceable records of the planting area, planting process, harvest filing and sales destination are made, and According to the business capabilities of registered enterprises or individuals, corresponding cultivation qualifications are issued to ensure that the process is controllable; during the extraction and processing stage, the public security department is responsible for supervising the processing process and establishing a processing and destruction ledger for regulated substances such as THC through regular sampling inspections. .

Focus on optimizing the stock, introducing increments, and expanding the total volume by consolidating and upgrading the generation of existing and under-construction projects, and attracting investment and joint strength, so as to provide the main support for the construction of a 100-billion-level industry.

It is recommended that the free trade zone provide implementation policies for the introduction of CBD companies, guide the development and application of CBD and other beneficial cannabinoid components in end products in multiple fields, adhere to market leadership, extend the value chain of industrial hemp production, learning, research and creation, and actively develop industrial hemp. In-depth processing of end products, and efforts to create a new highland for the high-quality development of the national industrial hemp industry.
